Community agencies or non-governmental organisations (NGOs) work within tight financial constraints. For New Zealand based NGOs much of the funding and resources they receive often comes from funding agencies whose funds are generated from taxes collected by these businesses from gambling associated activities. Should this money then be used by NGOs to assist communities where these gambling businesses are located and where the money is often collected from the very people, that the community organisations are trying to support?
